I have been using MiniTool Partition Wizard for many years, and it is the best partition software. I like it not only because it is secure, but also because it is to fast and reliable. 5 stars from me.

The software is a full application. Easily managed to get the system to change the size of the drive without even rebooting. The only con is that it's non-free. But it is really perfect.
